Yes it's a Chris Ware. Do compare it to the previous Ware design for Amazing Adventures of the Escapist Vol 1 (graphic novel):

Aside from great composition (esp. for Escapist), the idea of having the superhero appear really tiny on the cover is unusual and actually pretty funny.
(This also reminds me of both the hardcover design and the softcover design of "Fortress of Solitude" by Jonathan Lethem. I've heard disparaging comments about both, but the cleverness of both designs hit me halfway through the book ...)
