I agree, the bottom figures add too much weight to the cover. This could have been quite expressive if the less is more principle was used.
Check out the UK release cover. Perfect.
The UK one IS better.
Seems that UK covers are very often more interesting than local ones.
I think the image of the floating man has been done before, so adding people to the bottom keeps it from being a copy.
