It looks like steel wool gone very very badly. Or a pile of amputated spider legs

Now, I thought it was the top of someone's head.After I reread your comment I realized what you thought it was. But I guess you can see from these comments that not everyone sees that right away.
That doesn't look like any "ph" I've ever seen. I, too, thought it was the top of someone's head.
